I wanted to add a bit more detail for those who struggled, like myself.

Receive 8x Enchanted Velium Bar, Brown Diamond of Earth, Cloudy Diamond of Air, Red Diamond of Fire, Aqua Diamond of Water, Yellow Diamond of Valor, Gray Diamond of Storms, Green Diamond of Disease, White Diamond of Justice

Kill mercenary excavators (PH) until Excavator Quellin spawns. Kill him to spawn Tarn Macklin at a different loc.

Give the Cracked Dragon Bone and receive it back.

Give Hsagra’s Shade the Dragon Wing Bone, Dragon Claw Bone, Dragon Tail Bone, and Cracked Dragon Bone. Kill Vesthon Marijakin and then Vesthon Draconic Abomination. Loot Blackened Dragon Bone.

Give Lantaric’Dar the Blackened Dragon Bone.

#zone necropolis, and then run manually to -1052 1062 5 (or else you will bug the event)
You should see an Erudite named Vesthon Marijakin standing on the ramp. If he's not there, it might be bugged or you might need to wait longer to let this reset. Kill the liches and casters, ignoring the minions since they chain respawn. Once they are all dead, Vesthon Marijakin will become damageable. Kill him, and then kill The Dracoliche of Hsagra that becomes active. Loot the Dark Orb.

Give Lantaric’Dar the Dark Orb and receive it back. Keep it for the 3.0.

Kill a dire griffon slowly until it despawns and a plains dragon spawns. Kill it and loot Plains Dragon Crystal.

Kill a dire panda slowly until it despawns and a mountain dragon spawns. Kill it and loot Mountain Dragon Crystal.

Kill a dire Kodiak slowly until it despawns and a forest dragon spawns. Kill it and loot Forest Dragon Crystal.

Kill a dire leech slowly until it despawns and a swamp dragon spawns. Kill it and loot Swamp Dragon Crystal.

Give Walthin Fireweaver any one of the dragon crystals. He will give it back and he will say a couple of paragraphs.

In your jewelry kit, search for “prism” and craft the 8 prisms that you should have the ingredients for. There is no need to level up jewelcrafting – these are no-fail.

Hail Walthin and receive another paragraph response. Do not turn these prisms in!

#zone kithicor
Track a cloaked figure and hail it (maybe a few times). It will despawn and malignant shadows will chain spawn. Keep killing. Eventually a shadow thief will spawn. Kill it and loot two things: Crest of Rizlona and Note from Metala.

Combine the 8 prisms in the Crest of Rizlona. Receive Draconic Prism.

Hail Vhalen Nostrolo and hand him the Note from Metala. Receive Vhalen’s Necklace.

#zone potorment 767 208 4 (Bring some help if you’re not raid geared)
Hand a bruised woman Vhalen’s Necklace. She will hand it back and Metala Von Korach will spawn. He has tons of HP and hits for between 10k-20k. Loot Rusted Bile Etched Blade.

Combine Draconic Prism by itself inside the Rusted Bile Etched Blade. Receive Corrupted Dragon Blade and Vesagran Shard of the Ancients. Congrats on the 2.5!
